AN ORGANIZATIONAL MEETING IS BEING HELD TO BEGIN THE DEVELOPMENT OF A NEW WINDOM COMMUNITY FOUNDATION.  THE MEETING WILL TAKE PLACE AT 5:00 THURSDAY AFTERNOON AT THE WINDOM CITY HALL COUNCIL CHAMBERS.  THE WINDOM GROUP IS RECEIVING TECHNICAL AND FINANCIAL ASSISTANCE FROM THE J-A WEDUM FOUNDATION.  A COMMUNITY FOUNDATION WOULD BE ORGANIZED AS A NON-PROFIT CORPORATION AND SERVE AS A TAX-EXEMPT CHARITY.  COMMUNITY FOUNDATIONS ARE ALLOWED TO SOLICIT AND ACCEPT DONATIONS.   
 
A REGIONAL SENIOR-HIGH KNOWLEDGE BOWL MEET IS BEING HELD TODAY IN MARSHALL.   SUB-REGIONAL MEETS WERE HELD EARLIER IN JACKSON AND WORTHINGTON.   AT THE JACKSON MEET, 1ST PLACE WENT TO A TEAM FROM RED ROCK CENTRAL.  MT LAKE PUBLIC SCHOOL HAD TEAMS FINISH IN 4TH PLACE AND 6TH PLACE.  OTHER TEAMS ADVANCING TO THE REGIONAL MEET INCULDED FULDA AND SPRINGFIELD.   AT THE WORTHINGTON MEET, MARSHALL TOOK 1ST PLACE.  WINDOM HAD TWO TEAMS AT THE MEET, FINISHING IN 13TH PLACE AND 15TH PLACE.  THE STATE MEET WILL BE HELD IN THE BRAINERD AREA ON APRIL 10TH AND 11TH.     
 
SOME CHANGES ARE BEING PROPOSED FOR THE WINDOM CITY CHARTER.   THE CITY CHARTER IS LIKE A CONSTITUTION; IT SPELLS OUT THE DUTIES AND RESPONSIBILITIES OF ELECTED OFFICIALS AND CITY DEPARTMENTS.  AFTER SEVERAL RECENT MEETING, THE CHARTER COMMISSION IS PROPOSING SOME AMENDMENTS.   THE POSSIBLE CHANGES INCLUDE A CHANGE IN THE WORDING FOR THE SECTION THAT DESCRIBES THE CITY BOUNDARIES.  OTHER PROPOSED CHANGES INVOLVE HOW CITY COUNCIL VACANCIES WILL BE FILLED; THE POWERS AND DUTIES OF THE MAYOR; AND THE SECTION ON HOW RESOLUTIONS ARE HANDLED BY THE COUNCIL. 
 
LET’S LOOK AT MORE OF THE SPECIAL EVENTS TAKING PLACE IN MARCH.     THE WINDOM CONCERT ASSOCIATION WILL HAVE A CONCERT WITH CHARLIE ALBRIGHT THIS FRIDAY AT ‘BARC.’  THE WINDOM BOY SCOUTS WILL BE CONDUCTING A FOOD SHELF DRIVE ON SATURDAY.  THE MENNONITE CENTRAL COMMITTEE WILL HAVE A FUND-RAISER SATURDAY AT THE MT LAKE CHRISTIAN SCHOOL.  A PROGRAM ON PAT’S GROVE PARK WILL BE HELD AT THE COTTONWOOD COUNTY HISTORICAL MUSEUM ON SATURDAY.  THE WINDOM AREA HEALTH FOUNDATION WILL HOST A DAD’S BELGIAN WAFFLE FEED ON SUNDAY AT THE WINDOM COMMUNITY CENTER. 
 
THE COTTONWOOD COUNTY BOARD OF COMMISSIONERS MET LAST WEEK.   THE BOARD APPROVED A DONATION OF PROPERTY TO THE D-N-R.  41 ACRES IN GREAT BEND TOWNSHIP WILL BE USED AS A SCIENTIFIC AND NATURAL AREA.  AN EXEMPT GAMBLING PERMIT WAS APPROVED FOR THE MT LAKE GOLF COURSE.  APPLICATIONS WERE APPROVED FOR TWO CONDITIONAL USE PERMITS, FOR A DWELLING ON A SHORELAND AREA IN MIDWAY TOWNSHIP, AND AN ADDITION TO A BUILDING IN GERMANTOWN TOWNSHIP.   OPENINGS WERE POSTED FOR A HEAVY EQUIPMENT OPERATOR AT THE WESTBROOK SHOP, AND AN OPENING FOR A SOLID WASTE TECHNICIAN.
