A DECORATED MILITARY VETERAN WILL BE THE GUEST SPEAKER FOR THE ANNUAL VETERAN’S DAY PROGRAM IN WINDOM.    THE PROGRAM WILL BE HELD AT WINDOM AREA HIGH SCHOOL ON MONDAY AT 9;30, HOSTED BY THE WINDOM AMERICAN LEGION POST.  THE FEATURED SPEAKER IS COMMAND SERGEANT MAJOR JUAN S. ESQUIVEL OF ST. PAUL.  ESQUIVEL HAS SERVED WITH THE MINNESOTA NATIONAL GUARD SINCE 1988 WITH THE 834TH AVIATION SUPPORT BATTALION AS AN AIRCRAFT ELECTRICIAN.  HE SERVED OVERSEAS DURING OPERATION IRAQI FREEDOM AND OPERATION ENDURING FREEDOM.  HIS AWARDS INCLUDE TWO BRONZE STARS AND FOUR ARMY COMMENDATION MEDALS.   
 
THE AMERICAN LUTHERAN CHURCH OF WINDOM IS HOSTING A “HEARTS AND PINES” HOLIDAY FAIR THIS SATURDAY FROM 9:30 TO 1:00PM.  A LUNCH WILL BE SERVED WITH HOT TURKEY SANDWICHES, SOUP, PIE, A BEVERAGE AND COFFEE CAKE.  A VARIETY OF NEW AND NEARLY-NEW ITEMS WILL BE AVAILABLE FOR SALE.  THERE WILL BE HOME-MADE BAKED GOODS FOR SALE.  THE HOLIDAY FAIR WILL INCLUDE A LEFSE SALE AND A CRAFT SALE.  THE PUBLIC IS INVITED TO ATTEND.  SUPPLEMENTAL FUNDS WILL BE PROVIDED BY THRIVENT FINANCIAL.  MORE INFORMATION IS AVAILABLE ON FACEBOOK.   
 
THE FIREARMS DEER SEASON OPENS THIS WEEKEND IN MINNESOTA.    IN MOST OF THE STATE, THE FIREARMS “A” SEASON RUNS FROM NOVEMBER 9TH TO THE 17TH.  LEGAL HUNTING HOURS ARE FROM A HALF-HOUR BEFORE SUNRISE TO A HALF-HOUR AFTER SUNSET.  YOU MUST HAVE A VALID LICENSE AND PERMIT TO TAKE A DEER.  ANY HUNTER WHO HARVESTS A DEER MUST VALIDATE THE TAG AND ATTACH THE TAG BEFORE TRANSPORTING THE DEER.  YOU HAVE 48 HOURS TO REGISTER THE DEER BY PHONE, ONLINE, OR AT A BIG-GAME REGISTRATION STATION.  THERE ARE LOCAL REGISTRATION STATIONS IN BINGHAM LAKE, CURRIE, FULDA, LAKEFIELD, LAMBERTON AND WESTBROOK.     
 
THE JEFFERS CITY COUNCIL HELD A REGULAR MEETING LAST WEEK.  THE COUNCIL DISCUSSED A PROPOSAL BY COTTONWOOD COUNTY TO PUT UP A NEW BUILDING AT THE CORNER OF COUNTY ROAD 4 AND HIGHWAY 30.  THEY DISCUSSED THE POTENTIAL COST OF EXTENDING WATER AND SEWER SERVICE TO THE PROPOSED LOCATION.   LANCE HOLMEN AGREED TO ASSUME THE DUTIES OF ZONING ADMINISTRATOR.  HE WILL RECEIVE A FEE OF $500 A YEAR FROM 80% OF PERMIT FEES.  THE COUNCIL APPROVED A REQUEST TO ISSUE PAYMENT TO THE FIRST RESPONDERS.  THE COUNCIL REVIEWED A COMPLAINT FROM A CITY RESIDENT. 
 
THIS IS WINTER HAZARD AWARENESS WEEK IN MINNESOTA.  TODAY’S TOPIC IS WINTER DRIVING SAFETY.  AVOID TRAVELLING DURING THE WINTER WHEN ROAD CONDITIONS ARE POOR DUE TO SNOW OR ICE.  KEEP A WINTER SURVIVAL KIT IN YOUR VEHICLE, INCLUDING BLANKETS AND SNACKS.   WHEN DRIVING, ADJUST YOUR SPEED TO ROAD CONDITIONS.  FOLLOW SNOWPLOWS AT A SAFE DISTANCE.  KEEP A CELL PHONE IN YOUR CAR TO REPORT EMERGENCY SITUATIONS. IF YOU BECOME STRANDED, STAY WITH THE VEHICLE.  RUN THE ENGINE FOR HEAT ABOUT ONCE AN HOUR.
